Main Revenue Engines

There is a pattern reflected in our opening product and service marketing strategies. That pattern reflects four linked revenue generation engines that have cumulative effects on our subscriber and information bases.
Our Short Term Revenues come from the sale of Special Projects executed by our technology divisions. These projects border on Q-Pact functionality and prepare project clients for our efforts to motivate them in the creation of new Q-Pacts.
Our Near Term Revenues come from the creation of New Q-Pacts and the sales of new template subscriptions. Near term revenue also includes new template trade-ups for Q-Pact enhancements as well as new sales to users of our Sectors Research Software.
Our Long Term Renewal Revenues come from sales of template subscription renewals to our House Master Identity Directories that have reached and gone beyond critical mass to produce substantial subscription renewal revenue.
Low cost of servicing makes renewal revenue remarkably profitable. This is especially so when it is realized that there is no real authorship or publication expenses beyond hosting the identity data bases and providing on-line ASP services to the subscribers for their own records maintenance (by their own employees or appointed agents).
Addition Long Term Revenues will be generated by House Master Directories when the directories are of sufficient size and quality to make general access salable to both major and minor portals.

It should be noted that we do not intend to fall prey to the shortcomings of the standard subscription revenue model. We deviate in several critical areas in order to create more and longer term value for the subscribers and users, as well as to create a constantly fresh supply of motivations for continued subscription.
Each new Q-Pact is based upon a new set of sector issues. Our ability to constantly recognize and intermediate new information issues is our business forte. As long as there are people, organizations and issues, we will be able to avoid rapid commodification of our core business and feed our revenue engines appropriately.

Basic Orientation Glossary


“Q-Pact” is a special form of agreement. A “Q-Pact” is an agreement about providing and accessing quality information via the world wide web. Q-Pact is also a sophisticated system for mediating, creating, facilitating, monitoring and initiating transactions for these special forms of agreement.
Web Sectors Inc. is the company that developed Q-Pact and now performs the roles of pact mediator, facilitator and monitor.. We are bound by each pact to provide the services and the cyber infrastructure that make Q-Pacts work. Our role is unique and to distinguish our role from any other we refer to ourselves as the Q-Pact Interlocutor. (which means, we keep the pact communications going and up to standard)
A Q-Pact Sector is another form of community designation on the web. Usually a sector cuts across membership in standard web communities to cull out and identify pact subscribers and users who are collaborating in exchange of information and who have particular interest in the quality of the information they provide and use.
Q-Pact Quality Tiers are levels of information maintenance and quality required by individual pacts. In order to maintain status in a pact, each subscriber must assure that theirs information is up to Q-Tier standards. One of Web Sectors’ jobs is to keep each subscriber informed about the quality of data being published on the web in the subscribers name. Users are also regularly made aware of the quality of specific subscriber information relative to the Q-Pact agreement.
Q-Pact Subscribers: A pact, like any agreement, has specific parties who are bound by the agreement to provide information via their respective web sites under a specific set of pact circumstances. These parties, bound by agreement, are called Q-Pact Subscribers. The subscribing companies, organizations and individuals are acting as legal entities that have title to their own information and are legally capable of participating in the agreement. They

Q-Pact Users are individual people who have been granted access to pact information and, in some cases, to special Web Sectors software tools that make providing, accessing and using pact information more efficient and powerful than standard web browsing. Users may be the employees, agents, suppliers and customers of subscribers. They also may be members of the general public, as well as public and private organizations, institutions and agencies. Users may function for their own benefit, their employer’s benefit and or a client’s benefit, depending upon restrictions set for in the pact agreement. Users may also be required to share identity information in a manner similar to subscribers.
Q-Pact Sponsor is a person, organization or common body of people and organizations that comes forward to initiate or enhance a Q-Pact. The Sponsor provides input and some coordination functions prior to pact activation. The group may dissolve shortly after activation or continue on to manage certain elements of the pact. Web Sector Inc. will, at times, act as a sponsor or co-sponsor. Q-Pacts sponsored by Web Sectors Inc. are called “House Pacts” and tend to treat broad problems of broad based communities. Our Master Q-Pact Directories are typical of this sponsorship. Pacts not originated in-house are called “Ad Hoc or Custom Pacts”
Q-Pact Templates are central to Web Sectors’s ability to serve its clients. A template is a set of required information. We have templates for each Q-Pact Subscription, each Subscriber/User Identity, each piece of Information to be exchanged, each agreement affecting the exchange and each transaction initiated by an exchange. It is little wonder then that we refer to these as:

Q-Pact Background Services are services performed by Web Sectors Inc. Some services are specific to managing a Q-Pact and some services are designed to find and develop inter-pact advantages and efficiencies. Typical of these services is the Pact Monitor Service. The Pact Monitor’s job is to perform continuous review of pact information quality and to inform subscribers when their information is due for update. Using the standards set up in each Q-Pact agreement, the Monitor informs each subscriber twice prior the respective site’s template data being labeled “dated” or “unreliable”.

At its core, Q-Pact is an information exchange management system. We at Web Sectors Inc. are the intermediaries of the exchange. We manage the system for Q-Pact subscribers 24 hours per day, every day of the year. We have no preference for one subscriber or user than another. Our job is to facilitate the honest and neutral exchange of quality information as defined by like-minded subscribers in their respective pacts.
Subscribers may belong to many different pacts. Each pact is unique. Each pact is separately defined and operated. A pact (Q-Pact) may be limited to just a few subscribers and a limited number of users. Another pact may have hundreds of thousands of subscribers and millions of users. Our system allows for great diversity of subscriber objectives, content and modus operandi. It also provides uniquely thorough answers to many, previously unsolvable user problems.
Key to the successful information exchange is knowledge of the relative identity of the people and organizations on both sides of the exchange. This does not mean that subscribers must “bare all” to the world. On the contrary, Q-Pact makes it necessary to convey only as much identity as necessary to join in specific Q-Pact exchanges. In other words, identity is constructed in layers and for specific purposes. Q-Pact Identity and information is selectively provided by the subscriber and selectively published to the user. All information is kept on the subscribers appointed web site. Web Sectors Inc. provides summary but extraordinary indexing of subscriber identity and information. This indexing is key to bringing Q-Pact and sector members together, but ultimate exchange is directly between Subscriber and User or their respective and self appointed agents.
At the center of the Q-Pact concept is the role of information in the flow of human events. Businesses and Professionals are our main clients. The events that affect their livelihoods are not just the moments of sale or the transfers of cash. It is the flow of business moments that leads up, follows and returns again to enable key events. These are long and complicated flows of human and automated interaction. These are critical flows kept alive, minute to minute, by exchanges of information and trust.

Our name is Web Sectors Inc. We are developers and facilitators of a new form of business agreement called Q-Pact. Q-Pact brings individual agreements and working arrangements to the web where they are defined, subscribed to and executed. Activating an Sector-Pact subscription is a web, on-line, process made available by the Sector-Pact Service Center to specified Subscriber employees and or agents. Each Sector-Pact has it own programs for:

F. A Set Of Sector-Pact Uniform Access (Web) Pages are installed on the Subscriber site at the conclusion of the pact activation process. These special Sector-Pact controlled pages regulate user access to Sector-Pact sponsored information on the subscriber site. Distinct from other any other pages created by or for the Subscriber, the Uniform Access Pages are designed to control uniformity of presentation from site to site and pact to pact.
G. The Pact Works Directories are at the center of all pact activity. Each Q- Pact has a Directory of Subscribers, Users, 3rd Parties and Current Issues. These directories are available on-line to all registered users. They have significantly advanced search capabilities and will control advanced features as Sector-Pact comes of age.
H. Pact-Works Corporation. operates three large server data bases in continuous support of all active Sector-Pacts. These servers manage subscriber identity, indexing, pact security, subscriber conformance, quality of distributed information, execution of special services and pact transaction monitoring. Note that these servers bring Sector-Pact subscribers, users and third parties together.
I. Biz-Pact organizes and secures the workspace and may collect, synthesize and publish specific information gathered from Subscriber sites. However, in principal, the subscribers’ information belongs to and is the responsibility of each subscriber. All information and data is located on the subscriber’s own or appointed web site, where it is accessed and published. The Biz-PactDirectories finely index, associate and direct user access to the localized subscriber information
J. Biz-Pactplans and tracks its main revenue stream based upon Sector-Pact information templates activated and renewed. each year. Each Sector-Pact requires a minimum of 3 templates be deployed on each subscriber web site for the duration of the agreement. Templates are activated for 1 year and then renewed. We charge for each activation and renewal.
1. Template charges vary, dependent upon the associated services Pact-Works Corporation. must perform. Template information is maintained by the individual subscribers or their appointed agents. Regular maintenance of the local subscriber data templates is accomplished using Sector-Pact on-line software. Sector-Pact monitors every information maintenance session and prompts the subscribers concerning due and overdue updates. Maintenance sessions are normally not a revenue source.
2. A simple 1000 Subscriber Sector-Pact based upon 3 templates would produce a minimum of $125 per subscriber in the first year. Renewal for the second year would produce $100 per subscriber. The first year revenue for the pact would be $125,000 in year #1 and $100,000 for each year afterward.
3. A more complex 1000 subscriber Sector-Pact with multiple templates could draw $1000 per year per subscriber and produce in excess of $1,000,000 per year.
K. Other forms of revenue are obviously available. The goal of the Strategic Plan is to demonstrate profitability based upon template activities. Other forms of revenue and final template pricing will be the responsibility of the Business Plan

Purpose and Scope

The Program/Project Manager is responsible for the administration of the design/development and documentation function of The Company’s products. The Program/Project Manager is also responsible for ensuring the Design, R & D, Product Engineering and Operations Departments conform to the company quality system procedures for design control as documented.


Establish and or meet program/project objectives. Identify and that ensure adequate and appropriate resources are assigned to program/projects to ensure the design is controlled, the company’s goals for the successful completion of the program/project is achieved and the customer’s needs are met.

Directly responsible for implementation and maintenance of design control procedures, reporting on the performance of the program/project and ensuring that the customer requirements are met

Organization Relationships

This is an as assigned job duty. The Program/Project Manager reports directly to his/her respective manager with additional responsibilities for program/project management to the Design, Product Engineering, Operations and/or R & D Departments, as required, and has a support responsibility to all functional directors and managers related his/her program/project.

Job Requirements:

Education and Training

The Program/Project Manager should have a four year technical degree, preferably in a field that offers an opportunity to gain a well rounded background. Additional class work in management type courses and problem-solving techniques is preferred.

Technical Requirements

One or more years of broad technical experience, of which at least one to three years should be program or product management.

Managerial Experience

A minimum of one year of experience in managing technical personnel and complex activities. These experiences should be gained in areas of research and development, product engineering, design engineering or technical management.

Note: Technical and managerial requirements can be waived at the discretion of the department manager.
